ARTICLE III – Keeping of Horses, Animals of Husbandry and Exotic Animals
§ 8-5 – Definitions.
EXOTIC ANIMALS – Animals that include poisonous reptile, dangerous or wild animal or insect, including, but not limited to, poisonous insects and arachnids, all venomous snakes, constrictor snakes, and snake exceeding four feet in length, non-human primates, bears, crocodiles, alligators, monitor lizards, bats, wild and domestic animal hybrids such as coyote/dog, coyotes, elephants, gamecocks and other fighting birds, hippopotami, hyenas, jaguars, leopards, lions, lynx, pumas, cougars, mountain lions, panthers, ocelots, tigers or other wild feline species, wolves or prairie dogs.
HUSBANDRY, ANIMALS OF – Any warm-blooded animal normally raised or kept on farms in the United States and used for food or fiber or used to produce food or fiber, including but not limited to cows, horses, mules, ponies, donkeys, goats, sheep, roosters, rabbits and animals raised for fur-bearing purposes.
§ 8-6 – Prohibited acts.
After the passage and publication of this article, no animals of husbandry (other than up to 10 chickens) may be kept, stabled, pastured, or maintained anywhere within the corporate limits of the City of Buffalo City, Wisconsin, for any purpose whatsoever.
§ 8-7 – Keeping of wild and exotic animals.
Keeping wild and exotic animals is prohibited. No person shall keep, maintain or have in possession or control any of the animals defined above.

Article X – Wild or Vicious Animals.
- Section 1. Keeping a wild and vicious animals.
- It shall be unlawful for any person to keep or permit to be kept on his premises any wild or vicious animal for display or for exhibition purposes, whether gratuitously or for a fee. This section shall not be construed to apply to zoological parks, performing animal exhibits or circuses.
- It shall be unlawful for any person to keep or permit to be kept any wild animal as a pet, unless a permit is granted by the department of natural resources of the state.
- It shall be unlawful for any person to harbor or keep a vicious animal within the city. Any animal which is found off the premises of its owners may be seized by any police officer of humane officer and upon establishment, to the satisfaction of any court of competent jurisdiction, of the vicious character of said animal, it may be killed by a police officer or humane officer; provided, however, that this section shall not apply to animals under the control of a law enforcement or military agency, nor to animal which are kept for the protection of property, provided that such animals are restrained by a leash or chain, cage, fence, or other adequate means, from contact with the general public or with persons who enter the premises with the actual or implied permission of the owner or occupant.
- The licensing authority may issue a temporary permit for the keeping, care and protection of any infant animal native to this area which has been deemed to be homeless.
- Section 2. Definitions.
- “Wild animal” shall mean any live monkey or ape, raccoon, skunk, fox, snake, or other reptile, leopard, panther, tiger, lion, lynx or any other animal or any bird of prey which can normally be found in the wild state.
- “Vicious animal” shall mean any animal which has previously attacked or bitten any person or which has behaved in such a manner that the person who harbors said animal knows or should reasonably know that the animal is possessed of tendencies to attack or bite persons.

- A rare or unusual animal kept within a human household which is generally thought of as a wild species not typically kept as a pet; an animal species not na ve or indigenous to the local region within the States of Wisconsin and/or Minnesota, a species of animal not from the United States of America, and includes the following list of animals:
- Alligators.
- Apes; Chimpanzees (Pan); Gibbons (Hylobates); Gorillas (Gorilla); Orangutans (Pongo); and siamangs (Symphalangus).
- Atlantic Green Turtles (chelonia mydas).
- Baboons (Papoi, Mandrillus).
- Bears (Ursidae).
- Bisons.
- Caimans.
- Cheetahs (Acinonyx jubatus).
- Crocodilians (Crocodilia).
- Coyotes (Canis latrans).
- Deer (Cervidae); all members of the deer family.
- Elephants (Elephas and Loxodonta).
- Gamecocks and other fighting birds.
- Hippopotami (Hippopatamidae).

- Jaguars (Panthera pardus).
- Lions (Panthera leo).
- Lynxes (Lynx).
- Marsupials, including kangaroos, wallabies, and opossums.
- Monkeys, old world (Cercopithecidae).
- Ostriches (Struthio).
- Piranha fish, Oscars (Characidae).
- Ridley Turtles (Pacific – Lepidochelys olivacea and Mexican – Lepidochelys Kempi).
- Polar Bears (thalarctos mari mus).
- Pumas (Felis concolor); also known as cougars, mountain lions and panthers.
- Rhinoceroses (Rhinocero tidae).
- Sea Otters (Enhydra lutris).
- Sharks (Chondrichthyes).
- Snow Leopards (Panthera uncia).
- Tigers (Panthera gris).
- Wolves (Canis lupus and Canis niger).
- Poisonous insects.
- For animals not listed above, any animal that includes any characteris cs of the animal species that historically has been known to:
- be poisonous which could lead to death; and/or
- cause paralysis, flu like symptoms, nausea, and/or any physical reaction on not normal to the healing process; and/or
- have the tendency to strike, tear, rip, constrict and/ or remove or permanently destroy bodily parts of another animal and/or person.
14.01(8) Exotic Animal Exemptions
The following animals are exempt from the defintion of Exotic Animal; however, they must still comply with the limits as indicated in 14.05 unless a lower limit is established here:
- Aquatic Animals are defined as animals that breathe oxygen while under water or at the surface of the water and have gills for underwater breathing, and never leave the water are not considered an Exotic Animal. This section does not include the Piranha species of fish. However, the release of any aquatic animal into natural waters and the animal will be considered an Exotic Animal for prosecution purposes.
- Avian or Birds smaller than thirty-eight inches (38”) in adult height.
- Chinchillas.
- Gerbil.
- Guinea Pigs.
- Hamster.
- Hedgehogs.
- Mouse.
- Rabbit.
- Snakes or reptiles no bigger than 18” in length and/or width, so long as they do not meet any criteria as established in paragraph (6) of this section.
