Sec. 3-116. Keeping for exhibition purposes; keeping wild animal as pet.
- No person shall exhibit or permit to be kept on their premises or any public place any wild animal for display or exhibition purposes, whether gratuitously or for a fee.
- The prohibitions in (a) of this section do not apply when the creatures are in the care, custody or control of a veterinarian for treatment.
- Public or private educational institutions, nonprofit organizations, itinerant or transient carnivals, circuses or other theatrical performances may seek, from the Health Officer, a limited exemption from this section provided the display will be of limited duration and meet any other requirements or conditions mandated by the Health Officer. The person or organization having custody and control of any animal permitted by this section shall be responsible for compliance with all other provisions of this chapter while the animal remains within the City limits.
- No person shall keep or permit to be kept any wild animal as a pet.
Sec. 3-52. Restricted species.
- Except as otherwise permitted within this section, no person shall keep, sell or offer for sale within the City any horses, cows, pigs, goats, sheep, bees, pigeons, chickens, geese, ducks or other fowl or any other domestic animal other than a dog, cat, rabbit, small caged birds, small caged animals or reptiles or aquatic and amphibian animals, kept solely as pets.
- Upon obtaining a permit issued by the Health Department, honeybee hives in areas zoned P-I, Public Institutional District; on building rooftops within the Central Business District (CBD), and areas approved as urban farms, may be maintained subject to the requirement and limitations on file with Health Department.
- Upon obtaining a permit issued by the Health Department, residential honeybee hives may be maintained subject to the requirements and limitations on file with the Health Department.
- Upon obtaining a permit issued by the Health Department, and subject to the requirements and limitations on file with the Health Department, a limited number of pigeons may be maintained by the permit holder.
- Upon obtaining a permit issued by the Health Department, and subject to the Rules and Regulations for hen keeping, up to six (6) chicken hens may be maintained by the permit holder. The Rules and Regulations for chicken hen keeping shall be on file in the Health Department. The permit will allow up to six (6) chicken hens at all one- (1-) and two (2-) family dwellings.

Sec. 10-87. – Prohibited and protected animals, fowl, reptiles and insects.
- Protected animals.
- Possession and sale of protected animals. It shall be unlawful for any person to possess with intent to sell or offer for sale, or buy or attempt to buy, within the city any of the following animals, alive or dead, or any part of product thereof:
- All wild cats of the family felidae;
- Polar bear (thalarctos maritimus);
- Red wolf (canis niger);
- Vicuna (vicugna vicugna);
- Alligator, caiman or crocodile of the order of crocodilia;
- Gray or timber wolf (canis lupus);
- Sea otter (enhydra lutris);
- Pacific ridley turtle (lepidochelys alivacea);
- Atlantic green turtle (chelonia mydas);
- Mexican ridley turtle (lepidochelys kempi).
- Compliance with federal regulations. It shall be unlawful for any person to buy, sell or offer for sale a native or foreign species or subspecies of mammal, bird, amphibia or reptile, or the dead body or parts thereof, which appears on the endangered species list designated by the United State Secretary of the Interior and published in the Code of Federal Regulations pursuant to the Endangered Species Act of 1969 (Public Law 135, 91st Congress).
- Regulating the importation of certain birds. No person shall import or cause to be imported into this city any part of the plumage, skin or dead body of any species of hawk, owl or eagle. This subsection (a)(3) shall not be construed to forbid or restrict the importation or use of the plumage, skin, body or any part thereof legally collected for use by the American Indians for ceremonial purposes or in the preservation of their tribal customs and heritage.
- Exceptions. The provisions of this subsection (a) shall not be deemed to prevent the lawful importation, possession, purchase or sale of any species by any public agency, institute of higher learning, persons holding federal permits, or by a person holding a scientific collectors permit issued by the secretary of the department of natural resources of the state, or to any person or organization licensed to present a circus.
- Wild animals.
- Prohibition on keeping. Except for state-licensed game farms, it shall be unlawful for any person to keep, maintain or have in his possession or under his control within the city any poisonous reptile or any other dangerous or carnivorous wild animal, insect or reptile, any vicious or dangerous domesticated animal or any other animal or reptile of wild, vicious or dangerous propensities. Specifically, it shall be unlawful for any person to keep, maintain or have in his possession or under his control within the city any of the following animals, reptiles or insects:
- All poisonous animals and reptiles including rear-fang snakes.
- Apes: Chimpanzees (Pan); gibbons (Hylobates); gorillas (Gorilla); orangutans (Pongo); and siamangs (Symphalangus).
- Baboons (Papoi, Mandrillus).
- Bears (Ursidae).
- Bison (Bison).
- Cheetahs (Acinonyx jubatus).
- Crocodilians (Crocodilia) and alligators.
- Constrictor snakes, three feet in length or more.
- Coyotes (Canis latrans).
- Game cocks and other fighting birds.
- Hyenas Hyaenidae).
- Jaguars (Panthera onca).
- Leopards (Panthera pardus).
- Lions (Panthera leo).
- Lynxes (Lynx).
- Ostriches (Struthio).
- Pumas (Felis concolor); also known as cougars, mountain lions and panthers.
- Sharks (class Chondrichthyes).
- Snow leopards (Panthera uncia).
- Tigers (Panthera tigris).
- Wolves (Canis lupus).
- Poisonous insects.
- Except in properly zoned districts, horses, mules, ponies, donkeys, cows, pigs, goats, sheep, chickens, poultry or any animal raised for fur-bearing purposes unless otherwise permitted elsewhere in this Code.
- Exceptions; pet shops. The prohibitions of this subsection (b) shall not apply where the creatures are in the care, custody or control of: a state-licensed game farm; a veterinarian for treatment; agricultural fairs; shows or projects of the 4-H Clubs; a display for judging purposes; an itinerant or transient carnival, circus or other show; dog or cat show or trials; public or private educational institutions; zoological gardens; if:
- Their location conforms to the provisions of the zoning ordinance of the city.
- All animals and animal quarters are kept in a clean and sanitary condition and so maintained as to eliminate objectionable odors.
- Animals are maintained in quarters so constructed as to prevent their escape.
- Prohibition on keeping. Except for state-licensed game farms, it shall be unlawful for any person to keep, maintain or have in his possession or under his control within the city any poisonous reptile or any other dangerous or carnivorous wild animal, insect or reptile, any vicious or dangerous domesticated animal or any other animal or reptile of wild, vicious or dangerous propensities. Specifically, it shall be unlawful for any person to keep, maintain or have in his possession or under his control within the city any of the following animals, reptiles or insects:
- Farm animals. The keeping of cattle, horses, hogs, poultry and other farm animals is prohibited within the city, except in areas zoned agricultural.

Sec. 4-44 – Exotic or wild animals prohibited.
No person may bring into or keep, raise, possess or have under such person’s control, either temporarily or permanently, any venomous reptile or snake, constrictor snake or any nonvenomous snake more than five feet in length at maturity, lizard more than five feet in length at maturity, poisonous insect or arachnid, a wild animal, including, but not limited to, a live monkey or other nonhuman primate, alligator or crocodile, bat, cheetah, coyote and coyote-dog hybrids, cougar, fox, jaguar, leopard, lion, lyre, panther, prairie dog, raccoon, skunk, tiger or hybrids thereof, wolf and wolf-dog hybrids, or any other animal or bird of prey which can normally be found in the wild state, without the written permission of the police chief or his designee.

11.12 Keeping Of Goats, Pigs, Rabbits, Fowl, And Bees
- No person shall keep or harbor any reptiles, pigs, sheep, goats, cattle, horses, ducks, geese, bees, or hives of bees within the corporate limits of the city. No person shall keep or harbor any pigeons, doves, or game birds, or build, erect, or maintain and use on any lot or parcel of land within the city limits any building or yard for the purpose of keeping or housing pigeons, doves, or other fowl without first obtaining a written permit from the city board of health and payment of the fee of $5.00 for a two-year period. The issuance of such written permit shall depend upon the compliance of the applicant with standards of health and sanitation as set down by the city board of health, and such premises shall be at all times open to inspection to representatives of such board.
- No person shall possess, keep, or harbor rabbits in the city as a commercial enterprise. No more than four rabbits shall be permitted to be kept as pets in a household at any time. No person shall keep, possess, or harbor pet rabbits without first obtaining a written permit from the board of health and payment to the city of a $5.00 fee for a two-year period. No permits shall be issued except upon compliance with standards specified by the city board of health.
- No person shall possess, keep, or harbor chickens in the city as a commercial enterprise. No person shall possess, keep, or harbor roosters in the city.
- Permit required. No person shall possess, keep, or harbor hens or chicks in the city without first obtaining a chicken keeping permit, and payment to the city of a $24.00 annual chicken keeping permit fee. No more than a total of six (6) hens and/or chicks shall be permitted to be kept for each chicken keeping permit issued. No more than one chicken keeping permit shall be issued for any property or household.
- Permits limited. Not more than ten (10) chicken keeping permits shall be issued and in effect at any one time. Permits shall be issued to the first ten (10) applicants evidencing conformance with all requirements set forth in this section 11.12(3).
- Property requirements. A coop shall be located only in the rear yard. Coops shall be located not less than 50 feet from any side and rear lot lines, and shall be a minimum of 100 feet from any dwelling structure and a minimum of 25 feet from any public sidewalk
- Property requirement exceptions for those properties or coop locations that do not meet the setback requirements as set forth in paragraph (4)(c). When prior written approval is provided from all abutting property owners that have an occupied dwelling unit within 100 feet of proposed coop location the following coop location requirements shall apply: A coop shall be located only in the rear yard. Coops shall be located not less than ten feet from any side and rear lot lines, and shall be a minimum of 25 feet from any dwelling structure or public sidewalk.
- New dwellings, new owners. If a new dwelling unit is built upon, or if a new owner purchases, abutting property after permit is issued, the permit holder shall be responsible for meeting all requirements set forth in this section, and shall be required to move the coop, obtain written authorization of abutting property owners that have an occupied dwelling unit within 100 feet, or remove the coop from the premises within 30 days of non-compliance resulting from such new dwelling unit or new ownership.
- Coop requirements. All chickens shall be kept in a ventilated and roofed coop with the floor area of not less than three (3) square feet for each hen. All coops must include an enclosed run area, and all components of the coop shall be enclosed with wire netting or material that prevents chickens from escaping the coop and of adequate structure to prevent predators from entering the coop. All coops must be kept in clean and sanitary condition, and shall not cause any objectionable odor. Chickens shall not be kept upon a vacant lot, inside a residential dwelling unit or attachments thereto, including basements, garages, porches, sheds or other similar structures. Chickens shall not be allowed within a residential dwelling unit.
- Permit subject to review. Premises shall be subject to review by City personnel. Where deficiencies in compliance with this section are noted upon review and/or inspection, permits may be revoked. Upon revocation or expiration of a non-renewed annual chicken keeping permit coops shall be removed within 30 days of such revocation or expiration. If the permit holder, owner or occupant fails or refuses to remove the coop within 30 days of such revocation or expiration, the city shall enter upon the premises and cause the coop and any animals therein to be removed and the city shall recover the costs and expenses thereof from the property owner, occupant, or permit holder. In addition to any other penalty imposed by this, the cost of abating a non-compliant coop by the City shall be collected as a debt from the owner, occupant, or permit holder, and if notice to abate the nuisance has been given to the owner, such cost shall be assessed against the real estate as a special charge.

9.11 ANIMAL REGULATIONS.
- No person shall own, harbor or keep any dog, cat or other animal in a domesticated environment which does any of the following:
- Habitually pursues any vehicle upon any public street, alley or highway or is allowed to run at large.
- Habitually barks, crows, cries, screeches, howls or makes any other loud or annoying sound which may tend to annoy or disturb one or more persons within the City; or
- Has not been licensed as required by the ordinances of the City and the laws of the State.
- PROHIBITED ANIMALS. No person shall bring into, keep, maintain, offer for sale or barter, or release to the wild, nor shall any person permit such activities to occur on premises owned, controlled, rented, or maintained by that person:
- Any rooster, fowl other than chicken (Gallus gallus domesticus), turkeys, ducks, geese, cows, cattle, horses, sheep, swine, goats, pot-bellied pigs, or any other domesticated livestock.
- Wild animals, including but not limited to, any live monkey, or other nonhuman primate, raccoon, skunk, prairie dog, fox, wolf, panther, lynx, opossum, or any other warm-blooded animal which can normally be found in the wild. For the purposes of this code, wolf-dog hybrids are considered wild animals.
- Any poisonous or venomous, biting or injecting species of reptiles, amphibians, arachnids, or insects, including bees, unless such bees are part of an agricultural operation.
- Snakes not indigenous to Wisconsin or any snake exceeding three feet in length.
- The above paragraph shall not be construed to apply to zoological parks, circuses or like entertainment organization or to an educational or medical institution.

7.02(4) PROHIBITED ANIMALS.
No person shall bring into, keep, maintain, offer for sale or barter, or release to the wild, nor shall any person permit such activities to occur on premises owned, controlled, rented, or maintained by that person:
- Any rooster, fowl other than female chicken/poultry, turkeys, geese, cows, cattle, horses, sheep, swine, goats, pot-bellied pigs, or any other domesticated or non-domesticated livestock.
- Poultry – shall mean, for purposes of this ordinance, a femail gallinaceous bird or hen of any age, including chicks. This definition includes quail, but excludes waterfowl, pheasant, geese, turkeys, peacocks, emus, or ostriches.
- Not more than five (5) total poultry shall be allowed on each parcel of land and/or by household.
- All waste, including manure, shall be disposed of in a safe and adequate manner that does not create a public nuisance.
- Poultry – shall mean, for purposes of this ordinance, a femail gallinaceous bird or hen of any age, including chicks. This definition includes quail, but excludes waterfowl, pheasant, geese, turkeys, peacocks, emus, or ostriches.
- Any wild animals, including but not limited to, any live monkey, or other nonhuman primate, raccoon, skunk, prairie dog, sloth, fox, wolf, panther, coyote, lynx, opossum, or any other warm-blooded animal which can normally be found in the wild. For the purposes of this code, wolf-dog hybrids are considered wild animals.
