Sec. 4-1. – Dangerous animals.
- Prohibition. No person shall keep in the county dangerous animals or reptiles not domestic to the state. No person shall permit their dog, pet or other animal or animals to run at large causing or threatening damage, injury or disturbance to any neighboring tenant or landowner or person legally entitled to possession thereof.
- Exception. An exception to the prohibition against keeping dangerous animals or reptiles is made with respect to zoos, educational institutions, traveling shows, exhibits and licensed game farms. Those individuals and institutions granted the above exception are required, however, to insure that the animals and/or reptiles are safely kept so that they do not endanger persons in the county.
- Definition. For the purposes of this section, a dangerous animal or reptile is one (1) which, when not in a totally controlled environment or situation, would create or be likely to create an exposure or liability to citizens within the county of injury, pain, death or other peril which would not be anticipated by a citizen, or in an ordinary sense, protected against.

City of Burlington
§ 104-16 Keeping of wild and vicious animals.
- Prohibited. No person shall keep or permit to be kept on his premises any wild or vicious animal for display or for exhibition purposes, whether gratuitously or for a fee. This section shall not apply to zoological parks, performing animal exhibitions, or circuses.
- Wild animals. No person shall keep or permit to be kept any wild animal as a pet, unless a permit is granted by the Department of Natural Resources and by the Common Council.
- Vicious animals. No person shall harbor or keep a vicious animal within the City. Any animal which is found off the premises of its owner may be seized by any police officer or humane officer, and upon establishment, to the satisfaction of any court of competent jurisdiction, of the vicious character of the animal, it may be killed by a police officer or humane officer. This subsection shall not apply to animals under the control of a law enforcement or military agency, nor to animals which are kept for the protection of property, provided that such animals are restrained by a leash or chain, cage, fence, or other adequate means from contact with the general public or with persons who enter the premises with the actual or implied permission of the owner or occupant.
- Temporary permits. The licensing authority may issue a temporary permit for the keeping, care and protection of any infant animal native to this area which has been deemed to be homeless.

City of Racine
Sec. 10-41. – Livestock and restricted animals prohibited.
- No person shall keep or permit to be kept on his premises any livestock (other than chickens or potbellied pigs) or other restricted animals.
- This section shall not apply to zoological parks, educational institutions, performing animal exhibitions, circuses, or rehabilitation programs permitted or licensed by the Wisconsin Department of Natural Resources.
Sec. 10-42. – Special permit for keeping of certain animals.
The keeping of animals otherwise prohibited by this chapter may be permitted by applying for a special permit from the health officer. Two types of such permits are available.
- Exhibition, entertainment or demonstration permits. Such permits may be issued to permit circus performances, living nativity, pony rides, parades or other exhibitions or entertainment events. A fee as set forth in the fee schedule as established by the common council shall be paid to the city for the issuance of such permit.
- Individual ownership permit.
- Such permits may be issued to applicants demonstrating knowledge of proper care and confinement of said animal.
- Special permits are issued at the discretion of the health officer or designee. Special permits shall not be issued for venomous reptiles. Special permits are issued subject to an inspection by the health officer or designee for the purpose of determining the premises and caging/enclosure for such animal are safe and secure for the animal as well as for the general public.
- Applicants shall provide the environmental health division with copies of any required applicable state or federal permits.
- A nonrefundable inspection fee set forth in the fee schedule as established by the common council must accompany all applications. Permit fee per animal shall be as set forth in the fee schedule as established by the common council.
- Permits and inspection fees are valid from the date of issuance and expire on December 31 of the same year.
- Permits are only valid for the animal specifically listed on the application and are not transferable to another animal or another person.
- Permit owners shall notify the health department of change of address or location for the animal.
- An owner of a restricted animal upon the effective date of this chapter will not be found in violation of the chapter as long as the owner applies for a special permit within 60 days after such date. Except in such cases, all permits must be received before the applicant may bring the animal into the city. In the case of snakes, the application must be submitted before the snake reaches ten feet in length, but not before the applicant’s acquisition of the snake.
- All applicants must be at least 18 years of age.
- Applications may be denied because of, but not limited to, the following.
- Providing false information on the application.
- The enclosure for the animal is found to be unsafe for the animal and/or people.
- The applicant has previously been found in violation of other provisions of this chapter.
- The owner or custodian of the animal shall pay all expenses incurred in case of escape of the animal.

Village of Caledonia
SEC. 7-1-13 PROHIBITED AND PROTECTED ANIMALS, FOWL, REPTILES AND INSECTS.
- Protected Animals.
- Possession and Sale of Protected Animals. It shall be unlawful for any person, firm or corporation to possess with intent to sell or offer for sale, or buy or attempt to buy, within the Village any of the following animals, alive or dead, or any part or product thereof: all wild cats of the family felidae, polar bear (thalarctos maritimus), red wolf (canis niger), vicuna (vicugna vicugna), or alligator, caiman or crocodile of the order of crocodilia, gray or timber wolf (canis lupus), sea otter (enhydra lutris), Pacific ridley turtle (lepidochelys olivacea), Atlantic green turtle (chelonia mydas), Mexican ridley turtle (lelpidochelys kempi).
- Compliance with Federal Regulations. It shall be unlawful for any person, firm or corporation to buy, sell or offer for sale a native or foreign species or subspecies of mammal, bird, amphibian or reptile, or the dead body or parts thereof, which appears on the endangered species list designated by the United States Secretary of the Interior and published in the Code of Federal Regulations pursuant to the Endangered Species Act of 1969 (Public Law 135, 91st Congress).
- Regulating the Importation of Certain Birds. No person, firm or corporation shall import or cause to be imported into this Village any part of the plumage, skin or dead body of any species of hawk, owl or eagle. This paragraph shall not be construed to forbid or restrict the importation or use of the plumage, skin, body or any part thereof legally collected for use by the American Indians for ceremonial purposes or in the preservation of their tribal customs and heritage.
- Exceptions. The provisions of Subsection (A) above shall not be deemed to prevent the lawful importation, possession, purchase or sale of any species by any public agency, institute of higher learning, persons holding federal permits, or by a person holding a Scientific Collectors Permit issued by the Secretary of the Department of Natural Resources of the state, or to any person or organization licensed to present a circus. The Village Board may waive the provisions of this Section for premises with appropriate federal and state permits.
- Wild and Exotic Animals; Prohibition on Keeping. It shall be unlawful for any person to keep, maintain or have in his possession or under his control within the Village any poisonous reptile or any other dangerous or carnivorous wild or exotic animal, insect or reptile, or any animal with vicious or dangerous propensities. Specifically, it shall be unlawful, for any person to keep, maintain or have in his possession or under his control within the Village any of the following animals, reptiles or insects:
- All poisonous animals and reptiles including rear-fang snakes.
- Apes: Chimpanzees (Pan); gibbons (Hylobates); gorillas (Gorilla); orangutans (Pongo); ans siamangs (Symphalangus).
- Baboons (Papoi, Mandrillus).
- Bears (Ursidae).
- Bison (Bison).
- Cheetahs (Acinonyx jubatus).
- Crocodilians (Crocodilians), including alligators, caymans and gavials.
- Constrictor snakes.
- Coyotes (Canis latrans).
- Dangerous cats (Felidae), including but not limited to Asian golden cats (Catopuma temminckii), clouded leopards (Neofelis nebulosi), leopards (Panthera pardus), lynxes (Lynx), jaguars (Panthera onca), lions (Panthera leo), ocelots (Leopardus pardalis), Pumas (Felis concolor) also known as cougars, mountain lions and panthers, servals (Leptailurus serval), snow leopards (Panthera uncia), tigers (Panthera tigris); this section is intended to prohibit all types of felidae except for your basic commonly known domestic house cat (Felis Catus).
- Deer (Cervidae) that are not farm-raised deer as that term is defined under Sec. 95.001(1)(ag), Wis. Stat.; includes all members of the deer family; for example, white-tailed deer, elk, antelope and moose.
- Elephants (Elephas and Loxodonta).
- Foxes.
- Game cocks and other fighting birds.
- Hippopotami (Hippopotamidae).
- Hyenas (Hyaenidae).
- Monkeys, old world (Cercopithecidae).
- Ostriches (Struthio).
- Raccoons.
- Rhinoceroses (Rhinocero tidae).
- Skunks.
- Wolves (Canis lupus).
- Poisonous insects, including tarantulas.
- Exceptions; Pet Shops.
- The prohibitions of Subsection (C) above shall not apply where the creatures are in the care, custody or control of a veterinarian for treatment; agricultural fairs; shows or projects of the 4-H Clubs; a display for judging purposes; an itinerant or transient carnival, circus or other show; dog or cat shows or trials; public or private educational institutions; zoological gardens; if:
- Guard dogs, ferrets, nonpoisonous snakes, nonconstricting snakes, rabbits and laboratory rats which have been bred in captivity and which have never known the wild shall be excluded from this Section.
- Subsection (C) does not apply to basic commonly known domestic house cats (Felis Catus).
- Keeping of Livestock Restricted.
- Definition. “Livestock” means cattle, equine as that term is defined in Sec. 895.481 (1)(a), swine, sheep, goats, farm-raised deer as that term is defined under Sec. 95.00l(l)(ag), Wis. Stat., and other such animals susceptible to use for commercial purposes, including domesticated fowl, such as chickens (includes hens and roosters)(as defined in, and except as may be permitted under Sec. 7-1-26), turkeys, geese, ducks, guineas, or other poultry. For the purposes of determining the number of units of livestock allowed on a parcel each unit of livestock shall equal 1000 pounds worth of livestock which shall be calculated pursuant to s. NR 243.05* of the Wisconsin Administrative Code.
- Keeping of Livestock.
- Prohibition. It shall be unlawful for any person to keep any livestock within the Village unless otherwise permitted by this Chapter, and specifically by Sec. 7-1-26, or by the Zoning Code which has been adopted by the Village pursuant to Title 16 of this Code of Ordinances.
- Exceptions.
- Agricultural Use. Livestock may be kept on any parcel zoned for agricultural use provided the area of the parcel is at least two acres. The first two acres shall contain no more than one unit of livestock. Thereafter, each additional unit of livestock shall require one additional acre of land unless otherwise allowed by the zoning code or conditional use permit.
- Residential Use. Livestock, except Chickens as that term is defined under Sec. 7-1-26, may be kept on any parcel zoned for residential use provided the area of the parcel is at least five acres and the livestock is housed more than 150 feet from every residence not on that parcel. The first two acres shall contain no more than one unit of livestock. Thereafter, each additional unit of livestock shall require one additional acre of land unless otherwise allowed by conditional use permit. The keeping of Chickens, as that term is defined under Sec. 7-1-26, on residentially zoned parcels shall only be allowed as permitted in accordance with Sec. 7-1-26 of this Code. Roosters on residentially zoned parcels are prohibited.
- Pre-existing Uses. Livestock legally kept on a parcel prior to the adoption of this ordinance shall be allowed to remain on the parcel notwithstanding a violation of this section provided that the livestock is not determined by the Village Board to be a nuisance following a hearing on the matter if one is requested in writing by a neighbor residing on a parcel within 300 feet of the parcel where the livestock is kept.
- Manure Management.
- The Village may prepare a guide entitled Recommended Manure Management Practices.
- Buffers Required. No accumulation or application of manure or any other material which causes any noxious or offensive odor or dust shall be closer than fifty (50) feet to a lot line in a residential zoning district. A twenty-five (25) foot wide area of vegetative cover shall be maintained between any unvegetated exercise area, manure pile, or application area and any surface water which is all or in-part off-site, or any well, in order to minimize runoff, prevent erosion, and promote quick nitrogen absorption, and prevent water contamination.
- Nuisance. Any violation of this Section shall be deemed a public nuisance and the violator may be proceeded against in accordance with Title 11, Chapter 6 of the Village Code of Ordinances.

Village of Elmwood Park
10.4(11) Prohibited Animals or Species Within the Village.
- Keeping of Fowl Prohibited. No person shall keep, raise or have in his possession any live fowl within the City, erect or maintain and use on any lot or parcel of land within the City any yard, coop, structure or other building for the purpose of keeping or housing any type of fowl, including, but not limited to, chickens, geese, ducks, turkeys, pheasants or guinea hens, except, however, the keeping of racing or show pigeons.
- Keeping of Livestock Prohibited. No person shall keep any livestock within the City, including, but not limited to, cattle, horses, mules, goats, sheep or pigs.
- Keeping Wild and Exotic Animals Prohibited. No person shall keep, maintain or have in such person’s possession or under such person’s control any poisonous reptile, dangerous or wild animal or insect, including, but not limited to, poisonous insects and arachnids, all poisonous snakes, constrictor snakes, any snake exceeding four (4) feet in length, non-human primates, bears, crocodiles, alligators, coyotes, elephants, gamecocks and other fighting birds, hippopotami, hyenas, jaguars, leopards, lions, lynx, pumas, cougars, mountain lions, panthers, ocelots, tigers, or other wild feline species, wolf hybrids and wolves.
- Exceptions. The prohibitions set forth shall not apply to licensed pet shops, zoological gardens, public or private educational institutions, circuses and professional animal acts or for entertainment activities. If such, the following are required:
- Their location conforms to the zoning requirements of Chapter 9 of this Municipal Code.
- All animals and animal quarters are kept in a clean and sanitary condition and so maintained as to eliminate objectionable odors.
- Animals are maintained in quarters so constructed as to prevent their escape.

Village of Mount Pleasant
§ 10-13 Protected and prohibited animals, fowl, reptiles and insects.
- Protected animals.

- Possession and sale. It shall be unlawful for any person to possess, with the intent to sell or offer for sale, or buy or attempt to buy, within the Village, any of the following animals, alive or dead, or any part or product thereof:
- Wild animals.
- Unlawful act. Unless prior approval is received from the Village, it shall be unlawful for any person to keep, maintain or have in his possession or under his control within the Village any poisonous reptile or any other dangerous or carnivorous wild animal, insect or reptile with any vicious or dangerous propensities. Specifically, it shall be unlawful, without Village approval, for any person to keep, maintain or have in his possession or under his control within the Village any animal, reptile or insect, including, but not limited to:
- Any warmblooded, carnivorous or omnivorous, wild or exotic animal, including, but not limited to, nonhuman primates, raccoons, skunks, foxes and wild and exotic cats, but not including potbellied pigs.
- All poisonous animals and reptiles, including rear-fang snakes.
- Apes, including chimpanzees (Pan); gibbons (hylobates); gorillas (Gorilla); orangutans (Pongo); and ans siamangs (Symphalangus).
- Baboons (Papoi, Mandrillus).
- Bears (Ursidae).
- Bison (Bison).
- Cheetahs (Acinonyx jubatus).
- Crocodilians (Crocodilians), including alligators, caymans and gavials.

- Such animals are ferrets, nonpoisonous snakes, nonconstricting snakes, rabbits and laboratory rats which have been bred in captivity and which have never known the wild.
- Their location conforms to the provisions of Chapter 90 of this Code.
- All animals and animal quarters are kept in a clean and sanitary condition and maintained so as to eliminate objectionable odors.
- The animals are maintained in quarters constructed to prevent their escape.
- No person lives or resides within 100 feet of the quarters in which the animals are kept.
- Creatures in the care, custody or control of a veterinarian for treatment; agricultural fairs; shows or projects of 4-H Clubs; a display for judging purposes; an itinerant or transient carnival, circus or other show; dog or cat shows or trials; public or private educational institutions; or zoological gardens, if:
- Unlawful act. Unless prior approval is received from the Village, it shall be unlawful for any person to keep, maintain or have in his possession or under his control within the Village any poisonous reptile or any other dangerous or carnivorous wild animal, insect or reptile with any vicious or dangerous propensities. Specifically, it shall be unlawful, without Village approval, for any person to keep, maintain or have in his possession or under his control within the Village any animal, reptile or insect, including, but not limited to:
- Livestock.
- Definition. For the purposes of this Subsection (c), the term “livestock” means cattle, horses, donkeys, swine, sheep, goats, llamas, emus, ostriches, alpacas or farm raised deer and other such animals susceptible to use for commercial purposes, including domesticated fowl, such as chickens, turkeys, geese, ducks, guineas or other poultry.
- Keeping. It shall be unlawful for any person to keep any livestock within the Village unless otherwise permitted by this Code. (See §§ 90-311(d) and 90-371(c)(7).)
- Exceptions.
- Livestock may be kept on any parcel zoned for agricultural use, provided the area of the parcel is at least two acres.
- Livestock may be kept on any parcel zoned for residential use, provided, the area of the parcel is at least five acres and the livestock is kept more than 300 feet from every residence not on the parcel.
- Livestock kept on a parcel prior to the adoption of the ordinance from which this section is derived shall be allowed to remain on the parcel, notwithstanding a violation of this section, provided that the livestock is not determined by the Village to be a nuisance following a hearing on the matter, if one is requested, in writing, by a neighbor residing on a parcel within 300 feet of the parcel where the livestock is kept.

Sec. 14-214. – Wild and exotic animals prohibited.
- No person shall keep, maintain, or have in such person’s possession or under such person’s control any poisonous reptile, dangerous or wild animal or insect including, but not limited to, poisonous insects and arachnids, all poisonous snakes, constrictor snakes, non-human primates, bears, crocodiles, alligators, coyotes, elephants, gamecocks, and other fighting birds, hippopotami, hyenas, jaguars, leopards, lions, lynx, pumas, cougars, mountain lions, panthers, ocelots, tigers or other wild feline species, wolves, or hybrid wolf/dogs.
- Exceptions. These prohibitions do not include captive-bred species of caged birds, rodents, turtles, fish, and non-poisonous, non-constricting snakes unless protected under section 14-216.
- Prohibitions. The prohibitions set forth in subsection (a) shall not apply to licensed pet shops; zoological gardens; public or private educational institutions; circuses and professional animal acts; provided that:
- The aforementioned have obtained the necessary licenses, permits, and permissions required.
- All animals and animal quarters are kept in a clean and sanitary condition and so maintained as to eliminate objectionable odors.
- Animals are maintained in quarters so constructed as to prevent their escape.
- Enforcement. Any person(s) or other entities violating this section may be subject to a penalty as provided for in section 14-1 of this Code.

Village of Waterford
§ 87-21 Prohibited animals.
- Except as otherwise provided in this chapter, no person shall keep, maintain, or have in his possession or under his control within the Village any livestock or poultry, including but not limited to any cattle, cow, horse, sheep, swine (including any pot-belly pig), goat, chicken, duck, turkey, poultry, geese, or any polecat, skunk, raccoon, emu, ostrich, fox, game or game birds, nor shall any person keep a hybrid canine or feline.
- No person shall keep, maintain, or have in his possession or under his control within the Village any nuisance or vicious animal, as determined by the Village Board pursuant to § 87-13, or as determined by, and/or ordered removed from, any court, municipality, town, county or state.
- No person shall keep, maintain, or have within his possession or under his control within the Village any poisonous reptile or any other dangerous or carnivorous wild animal or reptile, any vicious or dangerous domesticated animal, or any other animal or reptile of wild, vicious or dangerous propensities, including but not limited to:
- It shall be unlawful for any person to keep, maintain, or have in his possession or under his control within the Village any of the following animals:
- All poisonous animals and reptiles including rear-fang snakes.

- Their location conforms to the provisions of the zoning ordinance of the Village, and all appropriate zoning and building permits are issued.
- All animals and animal quarters are kept in a clean and sanitary condition and so maintained as to eliminate objectionable odors.
- Animals are maintained in quarters so constructed as to prevent their escape.
- No person lives within 100 feet of the quarters in which the animals are kept.
- “Wild animal,” as used in this section, does not include captive-bred species of caged birds, rodents, turtles, fish, and nonpoisonous, nonconstricting snakes.
- The provisions of Subsection C(1) above shall not apply to pet shops, zoological gardens, circuses, professional animal acts and wild life exhibits if special permits are granted pursuant to § 87-24 and:
- It shall be unlawful for any person to keep, maintain, or have in his possession or under his control within the Village any of the following animals:
§ 87-24 Special animal permits.
The keeping of an animal or bird otherwise prohibited by this article may be permitted if a special animal permit is granted under this section. Such a permit may be issued to permit circus performances, petting zoos, pony rides or other temporary public exhibition, entertainment or demonstration events using animals. If a special event permit is required under Chapter 188 of this Municipal Code, a separate special animal permit under this section is not required; provided, however, that the application required under this section shall accompany the application for the special event permit.
(A) Application. The application for a special animal permit hereunder shall be filed with the Village Clerk and shall contain the following:
- The name and address of the person or organization holding the event, the name and address of the person responsible for the animals, the date and location of the event, the types and number of animals to be present in the Village as part of the event, the housing for the animals, and the provisions for the disposal of animal waste.
- Whether the applicant has been convicted of violating any animal control or cruelty law or ordinance, including any violation of this article of the Municipal Code, and, if so, when and in what court, in the previous five years. The Village may but is not required to investigate the applicant and the information provided.
(B) Action by Clerk. The Clerk shall make a report to the Village Board of the application, which shall grant or deny such permit and shall define the effective dates of the permit.
(C) Issuance.
- Upon the granting of any special permit, the same shall be issued by the Village Clerk.
- All permits shall be numbered in the order of their date of issuance and shall state clearly the name of the permittee, the address where the animal(s) will be kept, the type(s) of animal(s) allowed, the date of issuance, the effective dates, and the fee paid.
(D) Conditions of issuance.
- The permittee shall pay a special animal permit fee in an amount set by the Village Board. The special animal permit shall expire on the date set forth in the permit.
- No permit shall be granted to any person who knowingly furnishes any false statement on the application.
(E) Authority of Village President. When the Board is not in session, the Village President may order the issuance of a special animal permit for an event hereunder, provided such issuance shall be acted upon by the Village Board at its next regular meeting.
(F) Appeal of denial of permit. The denial of a permit by the Village Board may be appealed to the Circuit Court.

No person shall keep or permit to be kept on his premises any wild or prohibited dangerous animal for display or for exhibition purposes, whether gratuitously or for a fee. This section shall not be construed to apply to zoological parks, performing animal exhibitions, or circuses. No person shall keep or permit to be kept any wild animal as a pet.

6.02(d) Wild or Vicious Animals
- The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
- “Vicious animal” means any animal which has attacked or bitten one or more persons or domestic animals, without reasonable cause, or which has behaved in such a manner that the owner or custodian of such animal knows or should have reasonably known that the animal has tendencies to attack or bite persons or domestic animals.
- “Wild animal” means any live monkey or ape, raccoon, skunk, fox, snake or other reptile, leopard, panther, tiger, lion, lynx or any other animal or any bird of prey which can normally be found in the wild state.
- No person shall keep or permit to be kept on his/her premises any wild or vicious animal for display or for exhibition purposes, whether gratuitously or for a fee. This section shall not be construed to apply to zoological parks, performing animal exhibitions, or circuses. No person shall keep or permit to be kept any wild animal as a pet.
- The licensing authority may issue a temporary permit for the keeping, care and protection of any infant animal native to this area which has been deemed to be homeless.
- It shall be unlawful for any person to harbor or keep a vicious animal within the Town. Any vicious animal may be seized by any police officer or humane officer and, upon establishment to the satisfaction of any court of competent jurisdiction of the vicious character of such animal, it may be killed by a police officer or humane officer; provided, however, that this section shall not apply to animals under control of a law enforcement or military agency, nor to animals which are kept for the protection of property, provided that such animals are restrained by a leash or chain, cage, fence, or other adequate means, from contact with the general public or with persons who enter the premises with the actual or implied permission of the owner or occupant.
- No person shall keep or permit to be kept on his/her premises any wolf-dog hybrid or coyote-dog hybrid, which was not currently registered and licensed by the Town of Norway as of July 8, 1996.

5.23 KEEPING OF CERTAIN ANIMALS
No parcel of land(s), having less than 3 acres in size, nor any residentially zoned parcel, may be used to keep any domestic animals, including, but not limited to, riding horses, ponies, donkeys and/or poultry unless given specific permission by the Town Board. Included in any permitted use will be the condition limiting and establishing the type of stabling or housing of said animal(s). This usage shall be solely for the use of the owners/residents of said real estate and/or for their guests and not for hire or livery. Those parcels of land having more than three acres shall be limited to one of the animals referenced above, for the first three acres and one per additional acre thereafter, such as, but not limited to, a horse, pony or donkey. Any permitted usage may be withdrawn, upon notice and for cause shown. Failure to comply with the above ordinance shall result in a forfeiture not to exceed $200 or eight days in the county jail for failure to pay. Each day of keeping any of the above animals in violation of this ordinance is a separate offense.
